Story: Vengeful witch Mombi takes over guardianship of the magic of Oz after the rainbow mysteriously disappears, on the grounds that only she and her Office of Gnomeland Security can protect the country from "weapons of magic destruction," which in the people's hands tend to be used unfairly against witches. Her house-boy Tip escapes and intends to expose her plot by traveling to Shadowland with his friends Polychrome, who has fallen off the now-nonexistent rainbow, the Woggle Bug, and Tik-Tok and finding the rightful ruler of Oz, Princess Ozma and replacing her on the throne.

Contains songs from the original stage versions of the now-forgotten Oz plays created by L. Frank Baum.
